  1. Registration Requirement

A) Age Requirement 

  1. Full Marathon participants shall be over 20 years old (born on or before December 31st, 1998);
  2. Half Marathon participants shall be over 16 years old (born on or before December 31st, 2002);
  3. Mini Marathon participants shall be over 12 years old (born on or before December 31st, 2006);
  4. Family Marathon participants shall participate as a family unit, including two adults and one minor (the adults and the minor shall have immediate family relationships), and the minor shall be between 4 to 12 years old.
  5. Minor participants shall register with the disclaimer signed by their guardians, and shall only participate in the race with the escort of at least one of their guardians;
  6. Participants over 65 years old shall register with the disclaimer signed by their immediate family members.

B) Physical Requirements
Marathon is an athletic sporting activity of high load and great intensity over long
distance, as well as an athletic sport with high risk. It has high demands on
participants’ physical conditions. Those who desire to participate in marathon race
shall be in good health condition with running and relevant training experience over
a long time period. Participants may choose one race event to register for based on
their own physical condition and capability.

Anyone who has any of the following diseases is not recommended to participate in the race:
1. Congenital heart disease and rheumatic heart disease.
2. Hypertension and cranial vascular disease. 
3. Myocarditis and other heart diseases. 
4. Coronary artery disease and server irregular heartbeat.  
5. Diabetes. 
6. Having cold symptoms within two weeks prior to the race. 
7. Other illness that is not suitable for sports. 
8. Other conditions that are not suitable for the race (Pregnancy, exhaustion, drunk, etc.).

The participant shall take full responsibility of his/her personal injury and/or property
loss caused by his/her health condition and his/her own behaviors during the race
event. Harbin International Marathon Organizing Committee (the “OC”) requires the
participants to conduct physical examination (including electrocardiography
examination - ECG) in qualified medical institutions, with inspection report for a
self-assessment to confirm that their physical and mental health condition is suitable
for the race event of their choice before they register for the race event.

Declaration: Race route, Race water station, toilets and other settings may not be
suitable for race activities involving wheelchair, stroller, roller skating or other
particular equipment. To fully protect your personal safety, the OC has the right to disqualify participants’ participating with aforementioned equipment.

C) Special Requirements for Participants’ Eligibility:

  1. Full Marathon participants shall have the experience of completing other full
  2. marathon races or have relevant training experience before; Half Marathon participants shall have the experience of completing other half marathon races or have relevant training experience before.
  3. The runners shall be the participants registering for the race event as shown in the application form, and there is no tolerance for usage of false information to qualify the race or participation in the race event by imposters after registration. Application information and the eligibility of the participants shall be reviewed and approved as a precondition of participation. The participants who fail to pass the abovementioned review shall not be regarded as eligible for the race event and the OC will refund their registration fees as soon as possible.

D) Enrollment Procedures

        1. Registration

All applicants shall register online through the official website of the race event: www.hrb-marathon.cn and the official website of WE Sports: www.huisports.com. All applicants shall read carefully and confirm the “Participants’ Statement”, “Registration Notice”, and “Risk Warning”, after which the applicants may fill in and submit the application form online.

  1. Full and Half Marathon participants can only register as individual participant and the enrollment procedure is pre-register. If the number of applicants who have completed the enrollment procedure (pre-register) exceeds the set quota, the system will automatically switch to draw lots registration methods. The enrollment procedure is complete upon successful online payment of the registration fee.

Pre-Registration Schedule: June 27th, 2018, 09:00 - July 20th , 2018, 17:00; Applicants can only participate in draw lots after the completion of pre-registration and online payment of the registration fee.
Draw Lots results will be published on: July
31st, 2018, 09:00; The registration of the applicants is successful upon the applicants are selected from draw lots. The registration fee of the selected applicants will not be reimbursed. The selected applicants shall participate in the race by themselves and their quotas of participating in the race shall not be transferred. The payment made by non-selected applicants will be reimbursed to the original payment account within 15 days after the draw lots result is published.

  1. HAMA draw lots exemption:

Participants who have completed the race in Harbin Bank 2017 Harbin International Marathon and finished within a net time of 3 hours and 25 minutes(for male participants of Full Marathon), within a net time of 3 hours and 45 minutes (for female participants of Full Marathon), within a net time of 1 hour and 40 minutes (for male participants of Half Marathon), and within a net time of 1 hour and 55 minutes (for female participants of Half Marathon) are exempted from draw lots and can register directly.

        1. Mini Marathon and Family Marathon are open to both individual registration and team registration (A team shall consist of at least 20 members).

  1. The enrollment procedure is complete upon successful online payment of the registration fee.

Mini Marathon and Family Marathon Registration Schedule: June 27th, 2018, 09:00 - August 15th, 2018, 17:00, applicants can log onto the official website within the prescribed time to fill out the application information and pay the registration fee until the registration quota is filled up.

Note: Full and Half Marathon participants will use disposable timing chip, and no deposit is required for the timing chip.

        1. HAMA Charity Registration:

The OC will provide charity registration quota up to 200 (100 for Full Marathon and 100 for Half Marathon) for Harbin Bank 2018 Harbin International Marathon. All charity registration fee will be used for education charity project so as to be donated to designated education charitable foundation for the renewal of equipment of schools in poor and remote area in Harbin and other necessary purposes.

        1. Registration Quota

The scale of the race event is 30,000 runners:
Full Marathon: up to 8,000;
Half Marathon: up to 10,000;
Mini-Marathon: up to 9,000;
Family Marathon: up to 3,000;
Registration will be closed once the limit is reached.

        1. The OC reserves the right to accept or reject each registration application based on the enrollment status. Once the online enrollment procedure is completed successfully, the race event and registration information shall not be changed or altered. If the participant quits the race event after successfully registered, the registration fee will not be refunded.

 

   E)  Package Pick Up Procedures
Time: August 23rd – August 24th, 2018, 10:00-19:00 (Thursday – Friday)
August 25th, 2018, 10:00-21:00 (Saturday)

  1. Individual Participants Pick Up: Participants shall follow the requirements published on official website of the race event, and arrive at the specific location to pick up number bib, timing chip, runners’ guide and other race related items within the prescribed time. Participants shall provide the duly signed pick-up form which is downloaded from official website directly, the valid identity card and a copy of the valid identity card. Package pick up by authorized substitute is allowed. Such substitute shall provide both original and a copy of his/her valid identity card, the pick-up form duly signed by the participant, and a copy of the Participant’s valid identity card.
  1. Team Pick Up:
    Team leader shall follow the requirements published on official website of the race event, and arrive at the specific location to pick up number bib, runners’ guide and other race related items within the prescribed time. Team leader shall provide the pick-up form duly signed by all team members, copies of all team members’ valid identity cards, and the team leader’s valid identity card and a copy of such identity card. The pick-up form MUST be downloaded from the official website and printed out by team leader, and enterprise team shall have its pick-up form stamped with the official stamp of such enterprise. Package pick up by authorized substitute is allowed. Such substitute shall provide both original and a copy of his/her valid identity card, the pick-up form duly signed by all team members, copies of all team members’ valid identity cards and a copy of the team leader’s valid identity card. Enterprise team shall have its pick-up form stamped with official stamp of such enterprise. The team members’ packages must be picked up collectively by the team leader or the designated substitute. No individual pick-up is allowed.

 F) Participants shall ensure that the identity cards and other documents submitted are
true and valid.

G) Participants shall provide their true and accurate personal information on
the registration application form so that the OC may send out information in relation
to the race event to the participants accurately and timely. The OC will not be responsible for race event information’s failing to be delivered incurred from the inaccurate personal information.

H) Transportation fee, accommodation fee and other related expenses shall be borne
by the participants themselves.

  1. Rules and Regulations

 

  1. The race will follow the latest track-and-field race rules published by the CAA and

 the competition rules of the race event.

  1. Roll-call: Participants shall arrive at designated roll-call area for each race event within prescribed time.

 

  1. Starting Order: In the sequence of Full Marathon participants ( Elite guests come first), Half Marathon participants, Mini Marathon participants and Family Marathon participants. All participants will start at the same time upon the signal of starting gun.
  1. Timing Methods - Both Full and Half Marathon participants will be provided with a disposable timing chip by the OC. Ground timing sensor belts are located at the respective locations, the starting point, along the race course and the finishing point. Participants must wear the timing chip and must run over each grounding timing belt at all the locations to ensure respective timing sensing is induced and recorded. Anyone who fails to run over each belt will not have timing record for that point and will not be ranked. Disposable sensor timing chip will be distributed together with the number bib before the race. For details, refer to the “Runners’ Guide”. ("Runners’ Guide" is distributed together with the participant’s package.)

 

  1. Cut-Off Time: To ensure the safety of the participants and a secure and smooth running flow, the race route will be closed to public traffic at each check point during the race. After the cut-off time, the respective checkpoint will be re-open to the traffic. The participants who fail to pass through the check point before the cut-off time shall quit the race and retreat from the race course to avoid possible dangers. The participants who have quitted the race shall be transported by buses to the finishing point.

Note: Under special circumstances, the OC reserves the right to shut down the race course ahead of the cut-off Time. All participants shall follow the arrangement made by the OC.

  1. The participants will be sampled randomly for doping test by the OC.

 

  1. Drinking water/Beverage station, Water/Sponging station, Energy Refreshment Station, Sprinkler and Spray Station

Drinking water/Beverage station, Water/Sponging station (Starting Point, Finishing Point, Along the Race Course): There will be one facility set up respectively at the starting point and finishing point of Full Marathon and Half Marathon. From 5 KM to 15 KM along the race course, there will be one facility set up every 2.5 KM on the race route. From 15 KM to 21 km there is a station at every 1 KM interval. From 23 KM to 35 KM there will be a station at every 2 KM interval. From 36 KM to 41 KM, there will be a station at every 1 KM interval (along the race course, the drinking water/beverage station and water/sponging station are set up alternately). There will be 28 drinking water / beverage and water /sponging stations in total for the race.

Energy Refreshment Station: First station at 10 KM, from 15 KM there is a station at every 2 KM interval. There will be 15 energy refreshment stations in total.

Participants are not allowed to discard any paper cups, bottles, fruit, cooling sponge, packaging bags and other garbage, all of which shall be thrown into rubbish bin or given to the surrounding OC staffs/volunteers.

Sprinkler and Spray Station: There are 8 sprinkler and spray stations located on the race course respectively at 13 KM, 17 KM, 21 KM, 25 KM, 30 KM, 33 KM, 36 KM and 39 KM.

  1. Bag Deposit and Withdrawal

Participants shall deposit their personal belongings at designated deposit area as arranged by the OC. The package used for storing the personal belongings must be the deposit bag provided by the OC with personal information completely filled in by the owner. Number bibs are the only proof for depositing and withdrawing the deposit bags. Valuables (e.g. mobile phones, identification documents, cash, keys, bank cards, computers, etc .) shall not be stored in the deposit bags, otherwise, the consequences of damage or loss to aforementioned valuables shall be borne by the participants themselves. On race day, the deposit service will be closed 15 minutes prior to the starting time of the race. Participants shall plan the time appropriately. Participants must withdraw their deposit bags at the respective deposit area within one and a half hours after the cut-off time of the race event they participated in. If the deposit bags are not withdrawn within the prescribed time period, participants can pick up the deposit bags from the OC within 5 working days after the race. Any deposit bags not claimed within 5 working days after the race will be disposed by the OC as ownerless things.

  1. Prizes / Awards


1) Full Marathon Awards
The top three male and female runners will be ranked according to gunshot time, the 4th to 6th male and female runners will be ranked according to net time. In the case that two runners have the same gunshot timing record, the final score will be counted by the net timing record.

Note:
i The score of all awarded participants will be posted on official website for 10 days and the prize money will be distributed after doping tests result is released and within 60 days after announcement period ends. If a participant fails in the doping test, his/her ranking and prize money will be cancelled. All subsequent ranking remains unchanged. The prize money will correspond with the final ranking. ii According to Chinese Tax Law, the prize money shall be imposed a 20% individual income tax.
iii All participants who finish the race before cut-off time will be given a refreshment package and the finisher medal.

v All participants can check the timing records and download the certificates of achievement from official website within 90 days after the race.
vi Participants who have doubts about the timing records can appeal to the OC within 5 working days after the race.

All Family Marathon participants will be provided with commemorative T shirts, number bibs and deposit bags before the race.

  1. Penalty 


The OC will set up video surveillance at the starting point, the key points of the race course and the finishing point. Participants will have their race scores canceled if they commit any of the following fouls. The violator’s personal information will be entered into the registration recognition system and he/she will be banned from taking part in the Harbin International Marathon for the next two consecutive years. The violation will be reported to Chinese Athletic Association for further penalties. If the violation is severe, the violators may even be disqualified for marathon race permanently.

  1. Misrepresentation of age or identity in the registration application, or hide physical illness.
  2. Race with other participant’s sensor timing chip or race with two or more sensor timing chips (including male participant carrying sensor timing chips of the female participant).
  3. Not following the starting sequence and start at non-designated area.
  4. Violate the rules at the start of the race.
  5. Continue to race after cut-off time or re-enter the course after dropping out of the race.
  6. Fail to race along the race course, take shortcut or take alternate transportation.
  7. Refuse to follow the rules by crossing the finishing line repeatedly in order to get finisher goods and medals.
  8. Unable to complete the race event but palm off the finish line for
  9. finisher goods and medals.
  10. Participants’ failing to cross the finish line with number bibs required.
  11. Use forged number bib or use number bibs from other race events or the previous Harbin International Marathon race events to receive finisher goods or medals distributed at the finishing area.
  12. Unauthorized number bib alteration, blocking entry of a certain number bib or transfer of number bib.
  13. Wearing timing chip not issued by the OC and cross the finishing line.
  14. Relay the way to finish the race.
  15. Disobey the OC staffs’ instruction, interfere with the race order, rioting, fighting and brawling.
  16. Exhibit uncivil behavior, such as open defecation, littering, etc.
  17. Carrying any banners and posters or wearing unofficial pace logo, including but not limited to commercial, religious, political and other propaganda material.
  18. Other behaviors in violation of the provisions of the rules.


Consequences and liabilities arising from enrollment with misrepresentation or run by impostors shall be borne by the participant himself/herself. The violators and the relevant participants will be banned for life from participating in Harbin Marathon by the OC, and the OC will submit their records to Chinese Athletic Association for additional punishment.

  1. Medical Aid

 

        1. The OC will set up a fixed medical aid station every 2.5 km on the race course . The medical aid station signs are set up 100 meters ahead of each station. In case of discomfort and other emergency, the runners can go to the nearby medical aid station for treatment.
        1. The ambulance services are provided along the race course to handle emergency timely.

 

        1. The OC will assign a volunteer every 100 meters along the race course to provide medical assistance, keep the race order and provide help to the runners if necessary.

        1. During the Race, if any runner suffers from loss of consciousness, then he/she is deemed to authorize the OC medical staffs and first aid volunteers to take all possible means to give first aid automatically, including but not limited to CPR (Cardio-pulmonary resuscitation), AED (external defibrillator), and renting vehicles or aircraft to transfer runners concerned to emergency center or hospital. The runners will take full responsibility of related legal liability and relevant costs arising therefrom, and the runners will not claim any legal liability or economic responsibility against the OC medical staffs and/or the first aid volunteers involved.

 

  1. Insurance


The OC will insure all participants and staffs with Personal Accident Insurance during the race. If the OC cannot purchase valid insurance for participants due to incomplete or untruthful information provided by the participants during the enrollment procedure, the participant shall bear the full liability or consequence himself or herself. The impostors who substitute the participants to participate in the race event shall not enjoy insurance and shall be punished accordingly. Please read the insurance policy statement published on the official website before the enrollment procedure.
Special Notice:

  1. The insurance policy purchased by the OC is Personal Accident Insurance. Any adverse consequence arisen from participants’ own illness and physical conditions such as heatstroke, fainting, etc. will not fall within the scope of Personal Accident Insurance coverage.
  2. On site first aid provided by the OC during the race is free, whereas medical fee of hospital shall be borne by runners themselves.
  3. The runners shall be liable for their personal injury or death caused by doping or taking other illegal drugs.

  1. To protect the safety of the runners, the referees and staffs authorized by the OC shall have the right to stop certain runners who suffer from discomfort and obviously cannot continue the race from running.
  2. No participants (including but not limited to team participants organized by enterprises) are allowed to place advertising material (including but not limited to A board and team flags) on the race course or any other relevant site without the prior written consent of the OC.
